Public Sector: From National Strategy to Local Delivery
A wider view of the duty to promote BCM awareness in business communities and networks

The Civil Contingencies Secretariat has been working with the Business Continuity Institute (BCI) to develop a two-day workshop, “From National Strategy to Local Delivery” that is intended to provide delegates with a wider view of the duty to promote BCM awareness and action in business communities and networks. Our principal goal for the workshop is to provide a forum within which BCM practitioners from throughout the public sector exchange ideas and learn from the experience of their fellow delegates.
You will have seen the recent Resilience Gateway Bulletin (week-commencing 2nd August) from the Cabinet Office and no doubt you have downloaded the draft programme from the BCI website.
To provide you with some further information about this important workshop we have highlighted the session leaders and the contributions that they will each be making to the Workshop. But please remember, the Workshop is also about the ideas and experience that are exchanged amongst all the participants. When did you last get to compare how you are promoting awareness of BCM with the approaches being adopted by other public sector organisations?
The Session Leaders ...
As Assistant Director for Corporate Resilience in the Cabinet Office, Stuart Sterling will be explaining the UK National Strategy for Business Resilience in detail and the Workshop will provide you with the opportunity to comment on the ways in which it is proposed to implement these plans and to understand how they will affect the BCM awareness programmes for which you are currently responsible.
Sara Higham who is Policy Advisor for the Federation of Small Businesses and who will be helping us to understand the priorities for the smaller businesses (SMEs) that are the focus of attention in the National Strategy. What is the best way to engage the interest of the business community?
Mondy Holliday, Business Continuity Manager for Leicestershire County Council, will further set the scene for the Workshop through presenting a strategic view of the dependency of the public sector on its relationships with the private and third sectors and the need for, and value of, a resilient business community.
Piers Benn is Risk and Business Continuity Manager for Milton Keynes District Council. Piers is also chairing a BCI working group that is looking at the interaction between business continuity and other related disciplines and, with the ideas from Phil Storr (see below), will direct our thinking about the ways in which BCM is part of a wider concern that we may need to address in building awareness with the business community.
Phil Storr is leading the NHS Resilience Project for which you may have seen the draft of a new British Standards publication, PAS2015. Phil will explain the reasoning behind this project that brings together key elements of BCM and emergency response and, combined with the Discipline Mapping project (see Piers Benn, above), will prompt a discussion on “resilience planning”.
As we move into day two of the Workshop, Kevin Smith of Surrey County Council and Dawn Hickman of Tyne & Wear EPU will each explain how they, as public sector organisations, are meeting their statutory obligation to promote BCM awareness. These case studies will be a prelude to a wider exploration and detailed analysis of the ways in which all delegates are addressing this issue ... and how we can rise to the challenge of budget restrictions and limited resources.
John Robinson, Managing Director of INONI, is an expert on performance measurement and was involved with the FSA in determining the effectiveness of BC strategies in the finance sector. John will lead us in a session where we consider the key question of determining the continuing value of the strategies that we are each pursuing and how we can demonstrate that we are delivering best possible value.
Who should attend?
Clearly, those persons within local authorities and local resilience forums (LRFs) that have responsibility for promoting business continuity to the business community.
Secondly, anyone that is contemplating the means by which their public sector organisation will engage with the network of third-party suppliers (the “supply chain”) in order to increase awareness of the value of effective business continuity planning.
Finally, those that have extensive internal networks of BC “users” distributed throughout their own or other public sector organisations. We anticipate that the ideas discussed within this Workshop will be helpful in promoting awareness of business continuity good practice throughout the public sector.
What will delegates gain from attending this Workshop?
Whilst the detailed outcomes from the Workshop will be different for every delegate – depending upon the issues that they bring to the event for discussion with their fellow practitioners – we expect everyone to gain a better understanding of the ways in which cost-effective BCM awareness programmes can be delivered. We hope that every attendee will be committed to pursuing new ideas and actions when they return to their place of work.

This event will take place at the University of Leicester. The Workshop will run from 10.30am on the morning of Monday 13th September with registration opening at 10am. The delegate rate includes refreshments and lunch on both days, dinner on Monday evening and accommodation on a bed and breakfast basis.
