Although business continuity planning is now widely recognised, many business continuity plans (BCPs) are still developed around individual hazards. Maintaining separate BCPs for different scenarios is often unrealistic for small and medium-sized enterprises (SMEs) with limited management resources.
To address this challenge, this article proposes a multi-hazard BCP model. While the all-hazards approach serves as a widely recognised principle in modern BCM, a multi-hazard BCP acts as an operational model tailored for SMEs—translating high-level principles into realistic, workable practice.
This is a practical framework for SMEs, showing how a single BCP can support multiple hazards by separating the documentation for hazard-specific emergency response from business continuity management.
Separating Emergency Response from Business Continuity
In Japan, many SMEs have long maintained emergency response manuals (ERMs) as practical guidance for responding to emergencies. Although Japanese ERMs traditionally focus on fire and natural hazards, this article uses the term to refer to any hazard-specific manual that supports immediate response and helps mitigate impacts on people and critical resources. Its purpose remains distinct from that of a business continuity plan, which focuses on restoring essential operations.
The central idea of a multi-hazard BCP is to separate the documentation for emergency response from business continuity, while managing both through the same emergency management structure.
Rather than keeping separate hazard-specific BCPs, organizations place immediate response procedures in individual ERMs. The remaining business continuity and recovery activities are then consolidated into a single BCP that can be applied across multiple hazards. This distinction helps reduce duplication and supports a more streamlined response structure.
A Practical Emergency Management Structure
The BCP adopts a simplified management structure based on the incident command system (ICS). This model represents emergency headquarters functions rather than the entire organization.
