Hybrid warfare is increasingly shaping the risk landscape for organisations and governments alike. Blending cyber operations, information campaigns, economic pressure, and physical disruption, these tactics often operate below the threshold of conventional conflict while creating significant operational impact.

This session examines how hybrid warfare relates to asymmetric operations and grey-zone activity, and what resilience professionals should look for when assessing exposure. Drawing on examples from Europe, the Middle East, Africa, and Asia, it explores how different actors—including state and non-state groups—approach hybrid operations and the types of assets most commonly targeted.

Through practical insights and field experience, the session also considers how organisations can strengthen resilience across operational, human, and societal dimensions in an increasingly complex threat environment.

Speakers:

  • James Spencer

    Director & Senior Advisor, RJ Spencer Ltd & Cognitio Praxis

    James Spencer was a British Army officer who saw active service in Northern Ireland, Iraq and the Democratic Republic of Congo. From 2011 – 2014, he was Principal Business Continuity Officer at the African Development Bank during the Arab Spring, Ebola, and the Bank’s successful return to Cote d’Ivoire from a decade in Tunisia.

    Between 2017 and 2025, he was a Global Terrorism Risk Consultant, then Global Political Violence Risk Consultant, at AIG, based in London, advising clients on how to protect their assets from War / Civil War, Sabotage and Terrorism, and Strikes, Riots and Civil Commotions.

    He runs his own Risk and Resilience consultancy, and was in Madagascar carrying out a security and business continuity survey for Francophone Africa’s largest law firm when the coup happened in Sep 25. He is also a Senior Advisor at Cogito Praxis.
