The Critical Entities Resilience (CER) Directive represents a significant evolution in the European Union’s approach to protecting essential services. It extends resilience expectations beyond the cyber domain, addressing all hazards that could disrupt vital operations — from physical attacks and natural disasters to supply chain dependencies and systemic failures.
For organizations operating in targeted sectors (such as energy, transport, health, water, digital infrastructure, …) the implications are profound. Entities designated as critical will be required to identify key assets, assess vulnerabilities, implement preventive and protective measures, and demonstrate the capacity to withstand, respond to, and recover from disruptive incidents.
While NIS2 focuses on cybersecurity and DORA reinforces ICT resilience in the financial sector, CER provides the overarching framework for operational and physical resilience. Together with the Cyber Resilience Act, which mandates security-by-design for digital products, these instruments form an integrated EU strategy to protect essential services and the societies that depend on them.
This session will highlight how these frameworks intersect — and what concrete actions your organization must take to comply and strengthen its resilience posture.
