A whole-of-society approach to resilience: Actionable lessons from Sweden’s Total Defence programme for Australia and New Zealand

Sweden has pioneered a “Total Defence” approach that mobilises government, armed forces, municipalities, businesses, and citizens to build national resilience. Total Defence is a whole-of-society framework that ensures every sector and every citizen has a role in crisis preparedness, continuity, and recovery.

For many years, 4C Strategies has worked inside this system, supporting both public and private organizations. One of our experts has even published a new book, “A People-Based Total Defence”, on how resilience must be rooted in citizens as well as institutions.

Australia and New Zealand face many parallel challenges, from hybrid threats and state-backed cyber operations to the growing risk of climate-driven disasters and critical infrastructure vulnerabilities. Supply chain fragility, economic coercion, and geopolitical competition in the Indo-Pacific all highlight the need for resilience beyond traditional emergency management. Recent initiatives such as Australia’s National Resilience Taskforce and proposed changes from the New Zealand Emergency Management Bill show that the region is moving in this direction, recognising that government alone cannot manage crises of this scale or complexity. Instead, a whole-of-society approach that fully engages business, industry, and communities alongside government and defence is increasingly seen as essential.  This shift mirrors Sweden’s experience and creates fertile ground for learning from the practical frameworks and partnerships that underpin its Total Defence model.
